Okada (the one with the blue hair) is an extremely obnoxious, arrogant classmate of Hiroyuki, Akari, and Masashi. With two flunkies who are usually around to back her up, she feels free to pick on and be generally disagreeable to everyone else. Most of all, she chooses Hoshina Tomoko, the class representative, as her target. When her big promises fall through for the class's tea room at the festival, Okada leaves Hoshina-san to bail out the whole group. I'm sure Hoshina's tendency to let the girls push her around feeds Okada's ego.
